PAVEx Development Inc. was founded in July 2024 with a vision to establish a locally-rooted pavement engineering company that delivers world-class services to both government agencies and private institutions. What began as a concept soon evolved into a committed company dedicated to advancing the quality of Philippine road infrastructure.

Engr. Julius Marvin V. Flores, PhD founder of PAVEx, a seasoned civil engineer with nearly 20 years of industry experience, including over 15 years specializing in pavement engineering. With a deep understanding of both the technical and practical challenges in the field, Dr. Flores envisioned a company that not only meets local demands but also elevates national standards.

PAVEx specializes in pavement evaluation, design, and analysis, offering comprehensive and data-driven engineering solutions tailored to the needs of a developing yet fast-modernizing country. The company is committed to establish and utilize pavement evaluation tools addressing long standing concerns of Philippine pavements.
